Fire starters can be found by killing and purifying sickleclaws.

The reptilian beasts can be found in the Age of War. The fire starters are actually sickleclaw fangs according to the description.

To farm fire starters for weapon crafting, I played the Red Hooked Executioner mission which required you to kill ten sickleclaws.

For reference, you can start that mission by visiting the counter in the multiplayer guild hall.
